The Management
Action Plan was competed in May of 2001. It was the culmination of
years of planning and the team work of people and organizations from
all 15 counties. More than 40 different organizations provided the
funds and manpower to complete this plan. Today the Plan is used to
guide the organization even though the LHR has evolved these past 5
